Each sign only has about 100 polys each, the poly-count shown for the model is due to there being over 150 total objects in the scene. There are 2 different 2048x2048 texture variations (dirty and clean) as well as model variations with and without posts. Each model uses only one of these 2 textures to help with batching in your game engine. Feel free to use these models in anyway you wish, just don't claim ownership.
